Description

This template is used to manage LOCAL specific contents (to apply special formatting)

There are 3 different possible usage:

* for a piece of local specific text:     {{Local-specific|text=<text>}}

* for a complete local specific section:
     * at the beginning:                  {{Local-specific|start}}
     * at the end:                        {{Local-specific|end}}

* for a complete cell in a table          | {{Local-specific}} | content of the cell
